本書以「能源安全」為核心話題和統領原則，主要從國內外的英語媒體，如報紙、雜誌、組織機構的網站等，查詢、收集、篩選和編撰一批涉及能源安全及相關話題的文章、專題報道、專題評論等，彙集成冊。編寫這個選本的目的有二：一是培養有興趣的讀者的英文語言閱讀能力；二是通過閱讀提升讀者的能源安全素養和認知。所謂語言閱讀能力培養就是通過對本選本文章的研讀，培養讀者特定領域的英語語言閱讀能力；所謂能源安全素養和認知提升即是通過對本選本中文章的閱讀獲取能源安全領域的通識類知識。本書的定位為能源安全知識通識類讀物，而非能源安全領域精深的帶有專業探討性質的專題研究，因此在選擇文章時主要考慮了文章篇幅適中、行文較為規範、語言難易度適中、內容為知識普及型和科普類等因素，盡量避免語言和內容方面過於艱深、過於專業的文章。因此，本書既適宜作為通識類讀物，亦可選作高校相關通識類課程教材或輔助選本。
