王戰軍，1956年生，現任北京理工大學學位與研究生教育研究中心主任，教授、博士生導師；清華大學教授、博士生導師；教育部高等教育教學評估中心副主任。
30多年來，一直從事高等教育管理、教學、科研與評估研究；主要研究方向為主要研究方向為高等教育管理與評估、教育發展戰略、管理信息系統等；曾策劃、研製並組織開展多項全國學位與研究生教育評估項目；組織參與多項全國高等教育評估項目；主持參與並完成國家自然科學基金和國家社會科學基金項目9項；發表論文90多篇，其中代表性的有：《中國高等教育質量保障的新理念和新制度》（《清華大學教育研究》2014.3）、《加強研究生教育科學研究促進研究生教育改革與發展》（《學位與研究生教育》2014.8）、《我國研究生教育的國際影響力》（《國家教育行政學院學報》，2013.2）、《研究生教育評估新思維》（《清華大學教育研究》，2012.1）、《研究生質量評估：模型與框架》（《高等教育研究》，2012.3）、《建立健全新時期研究生教育質量保障體系》（《中國高等教育》2012.6）、《中國高水平大學50強》（《教育研究》，2010.10）；出版著作多部，代表性的有《中國研究生教育研究進展報告（2013）》《中國研究生教育質量年度報告（2013）》《學位與研究生教育評估理論與方法》《研究型大學與高等教育強國》、The Construction and Development of Research UniversitiesinChina，《學位與研究生教育評估技術與實踐》等。
