本書是在學理層面對我國空間規劃(市縣層面)功能屬性的重梳理和再探索。在國土空間規劃改革和市縣級國土空間規劃開始全面編製的當下,有必要形成一個恰如其分的空間規劃「一張藍圖」理論認知和構建路徑。研究聚焦于三個問題:「一張藍圖」的定義、性質和內容是什麼?哪些「多規」和「多藍圖」當納入「一張藍圖」?「一張藍圖」中「一張」的組織邏輯是什麼?
本書首先通過「多規」的縱橫解析,梳理出我國市縣「多規」的總體圖景,通過進一步凝練,認為空間規劃「一張藍圖」的本質意義在於引領空間干預的多元協同。因此研究構建了「一張藍圖」的歸一化的理論認知框架。
