這是有關中國人權事業發展的第十三本藍皮書，重點分析研究2022年中國人權事業的最新進展。全書包括總報告、特稿、專題報告、調研報告和個案研究以及附錄。所有作者本著嚴肅認真的科學態度撰寫了上述報告，對2022年中國人權事業的發展進行了如實地描述，既概括了取得的進步，也分析了存在的問題。同時，在充分研究的基礎上，展望了各人權領域未來發展的前景，並提出了進一步促進人權保障的對策建議，體現了藍皮書權威性、前沿性、原創性、實證性、前瞻性、時效性的要求。

李君如，男，研究員，博士生導師，中國人權研究會副會長，原中共中央黨校副校長，第十屆全國政協委員、第十一屆全國政協常委，國務院政府特殊津貼享受者。曾發表《中國在人權事業上的歷史性進步》《人權實現及其評估方法研究》《社會建設與人權事業》《「十二五」規劃與中國人權事業發展》《中國的文化變革與人權事業的進步》《中國夢，中國人民的人權夢》《在全面推進法治中全面保障人權》等學術論文，曾獲聯合國艾滋病規劃署頒發的「艾滋病防治特殊貢獻獎」。
