海南自由貿易港法規體系的外譯有助於包括「一帶一路」沿線國家在內的世界各國把握海南自由貿易港投資自由便利的法律環境，更好地開展國際交流與合作，最終提升海南自由貿易港吸引外資、國內外投資者共享新機遇的能力。事實上，包括海南自由貿易港法律法規在內的中國法的外譯是將中文法律語言轉換為普通法、大陸法、伊斯蘭法等法系中主要法律語言的跨語際、跨法系、跨文化的「一對多」實踐。海南自由貿易港必然是法治的，這一法治的內容和形象需要以獨立且包容的姿態向外界呈現，實現具有中國特色的海南自由貿易港法規體系的自我表達，並取得更加深遠的影響。
基於上述考量，受海南省人大常委會法制工作委員會的委託，本卷收錄了2020—2021年海南省人民代表大會通過的部分海南自由貿易港法規以及相應的英譯版本，以期世界各國充分了解海南自由貿易港的內部運作和對外往來規則，暢通「引進來」戰略的有效實施。
