本書是邱建教授帶領科研團隊,10年來跟蹤研究汶川地震、蘆山地震城鄉重建規劃及實施的學術成果,研究了關鍵規劃技術及其在震后城鄉重建規劃中的應用。關鍵規劃技術主要包括地質災害防治、應急居民安置、城鎮規劃選址、文化遺產保護、避難場所規劃、無障礙環境設計等,震后城鄉重建規劃包括震后城鎮體系規劃、城市規劃、鎮鄉規劃、村規劃等中國現行法定城鄉規劃。該著作提出了震后城鄉重建規劃的理論和技術體系,並在實踐中得到了驗證和成果轉化。
本書分理論體系建構、規劃技術實踐、文化遺產保護、規劃管理實踐,共四篇,十二章。理論體系建構篇明確了震后城鄉重建規劃的概念,運用系統理論及方法研究震后城鄉重建規劃,構建了震后城鄉重建規劃的理論模型。規劃技術實踐篇分別從城鄉規劃設計、應急階段規劃技術、地質環境評價、城鎮規劃選址、應急避難場所規劃設計等方面總結分析了四川兩次震后的重建規劃實踐,對重建規劃理論進行了實證。文化遺產保護篇以災區歷史文化名城、羌族聚落、文物保護單位的保護規劃為案例,研究總結了震後文化遺產恢復重建的思路和方法。規劃管理實踐篇分析、歸納了震后城鄉重建規劃管理的主要經驗,建構了應急並行規劃管理模型,形成了震后城鄉重建規劃管理的地方標準。

邱建,四川成都人,天津大學建築學學士、建築設計碩士,英國謝菲爾德大學景觀建築學博士。四川省住房城鄉建設廳副廳長,西南交通大學教授、博導,住房城鄉建設部城市設計專家委委員,中國城市規劃學會常務理事、山地委副主任委員,四川省決咨委委員。曾任加拿大曼尼托巴大學無障礙研究中心博士后,中國建築學會理事,全國高校城市規劃專指委委員,中國城市規劃協會常務理事,全國優秀城鄉規劃設計獎組委會委員,西南交通大學建築系(學院)系主任、院長等職。汶川和蘆山地震后,任四川重建委規劃組辦公室副主任,蘆山地震重建規劃指揮部總顧問,參加組織兩次災后恢復重建規劃工作。主持多項國家、省級科研課題。出版著作5部,發表論文100余篇。獲全國優秀工程勘察設計金獎、全國優秀城鄉規劃設計特等獎。組織編製四川省新型城鎮化規劃、四川省城鎮體系規劃、四川天府新區規劃等項目。
