    遲福林,研究員,博士生導師,第十一屆、十二屆全國政協委員。中國(海南)改革發展研究院院長。兼任中國經濟體制改革研究會副會長、中國行政體制改革研究會副會長。國家「十三五」規劃專家委員會委員。國家行政學院、中國井岡山幹部學院、北京大學、浙江大學、東北大學等多家高等院校的特聘教授。     多年致力於經濟轉軌理論與實踐研究,圍繞我國改革開放進程中的重大經濟、社會問題,在政府轉型和基本公共服務均等化等方面進行深入研究。在上述研究領域,共出版中英文專著四十余部,公開發表學術論文八百余篇,形成研究報告七十余部,提交了大量政策建議報告,在決策和實踐層面產生了積極影響。曾獲得「五個一工程獎」、「孫冶方經濟科學論文獎」、「中國發展研究獎」等研究獎項。享受國務院特殊津貼專家,2002年被中組部、中宣部、國家人事部和國家科學技術部聯合授予「全國傑出專業技術人才」榮譽稱號,2009年入選「影響新中國60年經濟建設的100位經濟學家」,2015年入選《20世紀中國知名科學家學術成就概覽(經濟學卷)》。
